Armenia and Azerbaijan moved the fighting to New York // Yerevan and Baku decided to acquaint the UN General Assembly with their vision of the conflict

The UN General Assembly has become, among other things, a place for discussing not only the Russian-Ukrainian, but also the Armenian-Azerbaijani confrontation. Armenian Prime Minister Nikol Pashinyan and Azerbaijani Foreign Minister Jeyhun Bayramov flew to the UN Headquarters in New York for a high-level week. The minister will speak from the rostrum of the General Assembly on Saturday, but the speech of the Armenian leader has already been made and was full of anxiety. Armenia is now seriously afraid of a new escalation of the conflict, and in this regard, they even began checking the readiness of bomb shelters.

Earlier this week, Armenian and Azerbaijani Foreign Ministers Ararat Mirzoyan and Jeyhun Bayramov met in New York. They held a trilateral meeting with US Secretary of State Anthony Blinken. And towards the end of the week, it was time for speeches from the rostrum of the General Assembly. Azerbaijani President Ilham Aliyev did not fly to New York, and Mr. Bayramov is expected to make a speech on Saturday. But Armenian Prime Minister Nikol Pashinyan personally visited the UN headquarters and on Thursday told the whole world about his vision of the conflict, which again noticeably escalated in September. hastened to use it. “The Azerbaijani military, using heavy artillery, rocket launchers and combat drones, shelled 36 settlements and communities deep in the sovereign territory of Armenia, including Goris, Jermuk, Vardenis, Kapan, Geghamasar,” he told his version of the events of September 13-14.— This was not a border conflict, this was a direct, undeniable attack on the sovereignty and territorial integrity of Armenia, which was condemned and considered at the last sessions of the UN Security Council and beyond.” Recall that Baku claims that it was an unprovoked aggression on the part of Yerevan.

Speaking, Mr. Pashinyan concluded: hostilities can resume at any moment, while counting on someone’s protection of Armenia is not account for. “I want to emphasize that the risk of new aggression on the part of Azerbaijan remains very high, especially given that Azerbaijan violates the ceasefire on a daily basis. Another reason for further escalation could be the inadequate response of regional security structures to the current situation, which raised serious questions among the Armenian society,” he said, referring to the Collective Security Treaty Organization, which did not provide Yerevan with the expected military assistance.

“Azerbaijan uses the themes of the peace treaty with Armenia, demarcation of the border, opening of regional communications for its territorial claims against Armenia,” Nikol Pashinyan assured. “For example, one of the most important points of the peace treaty is the bilateral recognition of the territorial integrity between Armenia and Azerbaijan . We have already stated that we are ready to do this, but Azerbaijan has not yet done so. On the contrary, Azerbaijan publicly declares that the entire south and east of Armenia, even the capital Yerevan, are Azerbaijani lands. Azerbaijan occupied the territories of Armenia.”

Note that officially the Azerbaijani authorities did not talk about the annexation of Armenian territories, but that sooner or later the Azerbaijanis who were evicted from the beginning of the conflict in late 1980s. However, Ilham Aliyev’s words that the so-called Zangezur corridor, which should connect Baku with the Azerbaijani enclave of Nakhichevan, will be built at all costs, even if force is required, are also causing concern in Armenia.

And another political scientist, Rizvan Huseynov, noted that in order to sign a peace treaty, the Armenian authorities may have to rewrite the fundamental document – the Declaration of Independence of the country. “It contains the terms ‘Nagorno-Karabakh’ and ‘Western Armenia’,” Mr. Huseynov noted. “Perhaps this issue should have been raised earlier. But this shows how deep the problems are – we have not even had time to discuss some of them yet. differently. “The Prime Minister of Armenia actually said that Baku, despite Yerevan’s readiness to make some painful concessions, is pursuing the goal of snatching as much as possible using blackmail,” political scientist Tigran Grigoryan said. “Nikol Pashinyan also noted the importance of border security, the introduction of control mechanisms, which cannot be called a new narrative. The formed commission on delimitation and border security began work without the introduction of these mechanisms, and we see a deplorable result.”

And the director of the Center for Globalization and Regional Cooperation Stepan Grigoryan highlighted the assertion that by attacking Armenia, Baku is advancing to democracy. “Armenia is building democracy, it is trying to strengthen its democratic institutions, it is holding competitive elections. The thesis about the external threat to Armenian democracy was very important, which was voiced from the rostrum of the UN,” he believes. troops to their original positions” and “put an end to hostilities.” This statement was made in a comment to the Public Television of Armenia. Earlier, the embassy made it clear that it does not exclude the possibility of an escalation: its employees were forbidden to visit the outskirts of the city of Ijevan, the eastern and southern coasts of Sevan, the entire Syunik region and the village of Yeraskh on the border with Nakhichevan. It should be noted that it was the American embassies in Yerevan and Baku that predicted the approach of war in September 2020 by issuing similar instructions. buildings, private houses and cellars. The agency also announced the improvement of bomb shelters throughout the country. Particular attention is paid to the regions bordering Azerbaijan.
