China welcomes UN's establishment of inter-agency ad hoc group on policing

    Published on

United Nations, November 14 Geng Shuang, China’s Deputy Permanent Representative to the United Nations, said at the Security Council dialogue with the United Nations peacekeeping police on the 14th that China welcomes the establishment of an inter-agency ad hoc group on police affairs by the United Nations. It is expected that the ad hoc group will fully tap the comparative advantages of various agencies, effectively fulfill the core mandate of peacekeeping operations, and respond to the reasonable needs of the countries concerned in a timely manner.

Geng Shuang said that the peacekeeping police are an important part of the UN peace and security architecture and have unique advantages in maintaining community security, combating violent crimes, and carrying out capacity building. Peacekeeping operations should make full use of the advantages of the peacekeeping police to serve the overall goal of maintaining peace and stability and resolving hotspot issues. The capacity building of peacekeeping police is an important part of the Secretary-General’s “Action for Peacekeeping+” initiative, and it is a common task of the Secretariat, the countries involved, the police-contributing countries, and the funding countries. Guided by the implementation of the International Police Strategy Guidelines Framework and the Peacekeeping Police Training System, we should make good use of communication channels such as the “light coordination” mechanism, strengthen the connection of training at all stages, and ensure that every peacekeeping policeman fully masters job skills.

Geng Shuang said that China welcomes the achievement of the gender parity goal by the United Nations police department ahead of schedule, and hopes that peacekeeping operations will continue to maintain this positive momentum and provide equal opportunities for female police officers in training, recruitment and promotion. , give full play to the unique advantages of women in the protection of vulnerable groups and community communication. China will continue to send more outstanding talents, including female peacekeepers, to participate in UN peacekeeping operations, and will continue to provide professional training for female personnel from various countries where police officers are dispatched.

When talking about personnel safety, Geng Shuang said that member states and the Secretariat must take practical measures to fully implement Security Council Resolution 2518, strengthen early warning and intelligence information sharing, improve risk assessment and Emergency response to provide all-round and multi-level security for peacekeepers. In addition, it is necessary to improve the equipment level of the peacekeeping police in a targeted manner and improve the “hardware” security conditions as much as possible. When performing tasks, peacekeeping police must focus on positive interactions with local people, promptly clarify false and false information, gain more understanding and support, and strive to improve the “software” security environment.

Geng Shuang said that China has always been a supporter and contributor to UN peacekeeping operations. China will continue to support, promote and participate in UN peacekeeping operations and make greater contributions to maintaining international peace and security.
