    Former official summed up sentences // Former head of Derbent district of Dagestan received a total of nine years

    The Preobrazhensky Court of Moscow sentenced the former head of the Derbent district of Dagestan, Magomed Dzhelilov, to nine years in a penal colony. He was found guilty of large embezzlement related to the illegal provision of land to his acquaintances. Taking into account the damage caused, the court also ordered Mr. Dzhelilov to pay a fine of 500 thousand rubles. and forbade him, after serving his sentence, to hold public office for a period of one year.

    For Magomed Dzhelilov, this was already the fourth sentence announced in the Preobrazhensky Court of the capital. It should be noted that it was decided to conduct trials against the ex-official in Moscow at the insistence of the supervisory authority, where they considered that in Dagestan the influential patrons of Mr. Dzhelilov could put pressure on the court.

    For the first time, the ex-official was sentenced in 2020 to four years in prison for abuse of office (Article 286 of the Criminal Code of the Russian Federation). However, this decision was canceled by the Moscow City Court of Appeal, and the case was returned for a new trial. In May 2021, the ex-head of the Derbent District received six years in a case of embezzlement (Article 160 of the Criminal Code of the Russian Federation), also related to the illegal provision of land plots for ownership. The court then satisfied the civil claim of a representative of the administration of the Derbent region for 8.6 million rubles. . By partial addition of punishments, Dzhelilov received seven and a half years in a penal colony.

    This episode was revealed after the former cases of the ex-official were completed.

    As established in the TFR, in 2016, Magomed Dzhelilov, using his official position, illegally donated to his relatives three land plots with a total area of ​​3.5 hectares, located in the Derbent region along the Kavkaz federal road.

    The indictment in this case was signed by the prosecutor’s office in the fall of 2020. However, in court, the case was delayed by almost two years, both due to pandemic-related restrictions and the absence of witnesses. In the end, it was decided to conduct interrogations of the latter via videoconference, which immediately accelerated the course of the process. He argued that he did not have the right to dispose of the land, since this issue was within the competence of the local administration of land and property relations. There, according to the defendant, all decisions were made, which he only signed. At the same time, the ex-official emphasized that he trusted his subordinates and often signed documents without really delving into their essence.

    were known and, moreover, were not his relatives. However, a number of witnesses and employees of the department told the court the opposite. At the same time, they claimed that the head of the district put pressure on them to transfer land without legal grounds.

    The prosecutor in the debate asked to recognize Magomed Dzhelilov guilty and sentence him to a total of 11 years in a penal colony. The lawyers asked the court to acquit the defendant. At the same time, they referred, among other things, to the fact that plans for the distribution of land plots in the Derbent district were approved back in 2014, even before the defendant headed the district.

    According to Kommersant‘s information, the lawyers intend to appeal against the “unfair”, from their point of view, verdict.
