The State Duma at a meeting on April 11 adopted in the third and final reading a law that involves the creation of a unified register of those liable for military service, and also introduces electronic summonses. The document will enter into force after approval by the Federation Council and signing by the president.

According to the document, citizens who are subject to conscription for military service and who have received a summons from the military registration and enlistment office are prohibited from leaving the Russian Federation. The measure will be in effect from the moment of receipt of the summons and until the appearance at the institution.
The amendments also provide for the possibility of serving subpoenas not only in person against signature, but also by registered mail or electronically. In the latter case, the summons will be considered served “from the moment it is posted in the citizen’s personal account on the relevant information resource, in the information system.”
Also, according to the amendments, if the summons was not delivered by one of the specified methods, it will be considered served upon expiration of seven days after being placed in the Register of Summons.
Against draft dodgers who did not appear at the military commissariats within 20 days after receiving the summons, it is proposed to introduce restrictive measures:
– prohibition on registration of individual entrepreneurs;
– a ban on obtaining the status of a self-employed person (opening the “Tax on professional income” regime);
– the opportunity to register real estate will be suspended;
– restriction on driving a vehicle and a ban on its registration;
– refusal to conclude a credit agreement or loan.
Restrictions can be canceled within 24 hours from the moment the citizen appears at the military registration and enlistment office or confirmation of good reasons for non-appearance. A notification about the lifting of restrictions will also be sent to a citizen through the State Services portal.
The amendments also provide for “the establishment of additional temporary measures aimed at ensuring the appearance on the agenda of the military commissariat” at the level of the subjects of the federation. They will have the opportunity to restrict citizens in receiving benefits, support measures and other preferences.
According to the amendments, employers must notify employees of subpoenas and provide an opportunity to appear at the military registration and enlistment office. Employers must provide military commissars with the necessary information about employees to maintain military records. In addition, state authorities, law enforcement agencies, the Central Election Commission, educational institutions and medical organizations will be required to provide military registration and enlistment offices with all the information necessary for registration.
The text notes that the enrollment in the reserve of citizens who are required to be on military records can be carried out without a personal appearance at the military registration and enlistment office on the basis of information about citizens. Such a rule will not apply to citizens who are in military service, who have military ranks of officers, who are in the reserve of the SVR and the FSB.

Press Secretary of the President of Russia Dmitry Peskov noted that the amendments are not related to the special operation in Ukraine and are not related to the new wave of mobilization. “There is no second wave,” he stressed. According to him, the draft law on a unified register of persons liable for military service is connected with the need to modernize the military registration system, and if citizens have questions about this, it is the responsibility of the authorities to clarify them.
“Indeed, there are many questions: e-mailing, how it will be, on the basis of what. It says about public services, but they are not required. Therefore, there are indeed a lot of nuances here. This work is absolutely necessary: we need to improve and modernize the military record system,” Peskov said.
According to him, it is necessary to digitize this system so that it becomes “understandable, fast, informative and easy for all citizens.”
Peskov noted that the Kremlin does not feel that a prompt discussion of a new bill against the backdrop of a special operation could cause panic and a new wave of emigration: “Because this is not related to mobilization, it is connected with military registration, and this must be understood, and it needs to be explained.”
Andrey Kartapolov, head of the State Duma Defense Committee, revealed the details of the document. According to him, the summons will be considered served from the moment it is posted in the personal account of the person liable for military service. He noted that the amendments, if adopted, will not apply to the current spring draft for military service, however, in general, they will apply to all those liable for military service. Kartapolov also noted that the amendments have nothing to do with mobilization, according to him, it is not planned in Russia.
One of the authors of the bill, State Duma deputy Andrey Lugovoi, noted that if a citizen for some reason did not see the agenda on the information resource or did not have the opportunity to open it, then “this is his problem.”
Head of the Ministry of Digital Development Maksut Shadayev urged the Russians not to worry and noted that the account deletion button on the State Services has returned. The function disappeared at the end of March after the Ministry of Defense announced plans to send out electronic subpoenas.
