The United States has not submitted any written proposals to Russia to initiate arms control talks. This was announced on Friday by the Deputy Minister of Foreign Affairs of the Russian Federation Sergei Ryabkov. At the same time, he noted that on the basis that the Americans offer verbally, Russia is not ready to conduct this dialogue. In Moscow, according to him, they must first of all make sure that “the US course, which is fundamentally hostile towards Russia, is changing for the better for us.” Earlier, the United States announced that it was ready to start a dialogue with the Russian Federation on the future of nuclear arms control without preconditions and regardless of disagreements in other areas.
