As part of the windfall tax, Russian electric power companies will give about 25 billion rubles to the budget, Kommersant calculated based on the financial statements of large companies and their subsidiaries. The main payers could be Rosenergoatom (8-10 billion rubles), Inter RAO (4 billion) and Rosseti (3.3 billion).
In addition, from 1.3 to 1.7 billion rubles can be paid by Gazprom Energoholding, which manages Gazprom’s assets, as well as its subsidiaries. Some companies disclose in their financial statements the exact amount of the taxable base for income tax (rate of 20 percent). In other cases, the newspaper calculated the approximate amount of the indicator based on the amount of profit before tax and the income tax actually paid. At the same time, according to the publication, the government continues to discuss the possibility of withdrawing most of the energy companies from the tax. In his opinion, an exception can also be made for Rosseti and RusHydro “due to the high investment plans of these companies in the coming years.” In addition, the measure against power grid companies cannot be considered correct, says Sergey Sasim, an expert from the Institute for Economics and Regulation of Infrastructure Industries at the National Research University Higher School of Economics. He notes that it is impossible to talk about the emergence of unplanned income from such organizations, since the revenue of companies is fully regulated. The specialist also warned that any tax assessment for grid companies could result in an increase in tariffs. The number of payers of excess profit tax in Russia is estimated at about 1,000 companies. It is expected that the budget will additionally receive about 300 billion rubles. The hardest hit from the tax will be solid minerals (SRM), fertilizer producers and metallurgy.
