    Published on

The day before, the Turkish NTV channel reported that, following two private banks Is Bankasi and Deniz Bank , they announced their withdrawal from the Mir system three state-owned banks in Turkey – Ziraat Bank, Vakifbank and Halkbank.

However, later Vakıfbank and Halkbank told RIA Novosti that they did not receive notifications from the authorities about the suspension of work with the Russian payment system Mir, operations continue as before mode.

A representative of the Turkish Halkbank bank said that the notification of the Turkish supervisory authority about the termination of the use of the Mir payment system may be received by state-owned banks on September 28

Earlier Bloomberg, citing an unnamed high-ranking Turkish official, reported that Turkish state-owned banks Halkbank, Ziraat Bank and VakıfBank have decided to stop using the Russian Mir payment system. According to the agency, such plans by Turkish banks are an example of how “secondary US sanctions are forcing countries to distance themselves from Moscow” .

    US Secondary Sanctions

On September 15, the US Treasury imposed sanctions against 30 Russian legal entities and 40 individuals, including the head of the National Payment Card System (NSPK) Vladimir Komlev. The Ministry of Finance noted that the NSPK or the Mir system were not directly subject to sanctions . Nevertheless, the US authorities have warned financial institutions in third countries against expanding cooperation with the payment system.

Mir payment system cards worked in Turkey, Armenia, Vietnam, Kazakhstan, South Korea, Uzbekistan, Belarus, Kyrgyzstan, Tajikistan before the start of partial mobilization in the Russian Federation , South Ossetia and Abkhazia. Representatives of the diplomatic and tourist circles of a number of other countries – Cuba, Iran, Nigeria, Thailand, Egypt, Nicaragua, Ethiopia, Malaysia – in recent months have spoken about their readiness or intentions to start accepting Russian cards.

    In search of an alternative

On September 28, the Turkish newspaper Aydınlık, citing sources, reported that the Turkish authorities on this week will disclose information about the payment system that was developed to replace the Russian Mir cards.

“According to Aydınlık, the details of the payment system that as an alternative to Mir, will be announced in a day or two, ”the publication says.

The newspaper noted that now in the tourist provinces of Turkey, visitors from Russia, as well as local businesses, are experiencing difficulties with payments and urge the authorities to find a solution to the problem. Turkish President Tayyip Erdogan has been discussing the possibility of using the Mir system with economic departments in recent days.

    no

On September 21, Armenian, Vietnamese and Kazakh banks suspended work with the Russian payment system.

The Vietnamese BIDV bank announced that they had stopped accept Mir cards. According to the bank employee, BIDV continues to service VISA, Mastercard, Western Union, JCB, UnionPay cards. The Mir payment system is not on this list. VRB Bank still continues to work with Mir.

Halyk Bank of Kazakhstan (Halyk Bank) also refused to accept Mir. They explained that Russian cards are not serviced either through terminals or through ATMs.

“Banks independently establish business relations with payment system operators, and also make decisions on issues related to the provision of banking services “, – noted the Central Bank of Kazakhstan.

The Central Bank of Armenia also explained that commercial banks independently make decisions in connection with sanctions regarding the maintenance of the Russian payment system .
