    She clarified that, despite the ongoing conflict between Russia and Ukraine, the IOC is considering the possibility of participation of athletes with Russian or Belarusian passports in the 2024 Olympics as “neutral athletes”. “On June 22, the Council of Europe decided to demand that the IOC ban Russia and Belarus from participating in the Olympic and Paralympic Games in Paris.     On June 23, the Parliamentary Assembly of the Council of Europe (PACE) adopted a resolution calling on the IOC to deny Russian and Belarusian athletes admission to the 2024 Games in Paris, even in a neutral status. According to RIA Novosti, the document stated that any participation of Russian and Belarusian athletes “is unthinkable, it will certainly be used as a propaganda tool and will de facto prevent other athletes, primarily Ukrainians, from taking part.” The PACE resolution was a reaction, among other things, to the fact that on March 28 the IOC recommended that Belarusians and Russians who did not support the special operation in Ukraine be admitted to the competitions in a neutral status. At the same time, athletes from Russia and Belarus associated with the armed forces or security agencies of their countries were recommended to be removed from participation in the starts.
