    Russian Deputy Foreign Minister: The US's request to restart the “New START” verification activities is an “open provocation”

    Moscow, August 9 Russian Deputy Foreign Minister Ryabkov said on the 9th that Russia has recently received a notification from the United States requesting to restart the verification activities of the New Strategic Arms Reduction Treaty. , the US move is essentially a “public provocation”.

    The Russian Ministry of Foreign Affairs released Ryabkov’s reply to the media on related questions on its official website on the 9th. He said that the U.S. side’s proposal to conduct inspections in Russia in the next few days is a direct “incentive” for Russia to temporarily withdraw relevant facilities from the inspection activities stipulated in the treaty. The Russian side urges the US side to abandon actions that are not conducive to the solution of the problem, continue to cooperate closely, and restart the verification activities stipulated in the treaty as soon as possible on the basis of reality and fairness, which will serve the interests of both Russia and the United States.

    Ryabkov also stated that since the beginning of 2020, due to the impact of the new crown epidemic, Russia and the United States agreed to suspend verification activities under the framework of the treaty. Given the current relationship between Russia and Western countries, there are more obstacles to resuming the verification activities under the treaty.

    The Russian Ministry of Foreign Affairs issued a statement on the 8th saying that Russia has notified the United States through diplomatic channels that it has decided to temporarily withdraw from the facility verification mechanism of the New Strategic Arms Reduction Treaty, and will remove relevant Russian facilities from the provisions of the treaty. The statement pointed out that due to the unilateral restrictions imposed by the United States on Russia, normal air traffic between Russia and the United States was interrupted, and the United States and its allies closed airspace to Russian aircraft.

    The New Strategic Arms Reduction Treaty was signed by the United States and Russia in 2010 and entered into force on February 5, 2011, with a validity period of 10 years. After the US-Russia “Intermediate-Range Nuclear Forces Treaty” expired in 2019, this treaty became the only arms control treaty between the two countries. On February 3, 2021, Russia and the United States exchanged diplomatic notes to complete the relevant internal procedures for the agreement to extend the validity period of the New Strategic Arms Reduction Treaty. The agreement will take effect immediately. The validity of the New Strategic Arms Reduction Treaty has been extended until February 5, 2026, and the content of the treaty remains unchanged.
