    Siluanov assured that innovations in taxation will not affect citizens

    It is planned to replenish the resources of the budget of the Russian Federation by withdrawing a part of the excess profits of exporters, while tax innovations will not affect citizens. This was announced on September 29 by the head of the Russian Ministry of Finance, Anton Siluanov.

    According to him, it is obvious that additional resources will be required next year.

    “Therefore, we envisaged, first of all, withdrawing those additional incomes that our exporters, first of all, receive from high prices on world markets,” Siluanov said in an interview with the Vesti program on the TV channel Russia 1”.

    He explained that, first of all, we are talking about energy resources.

    “This concerns gas, oil, this concerns mineral fertilizers. Therefore, we considered all additional excess incomes as a source for budget resources. Of course, we are considering the withdrawal of only a part of these windfall profits,” said the head of the Ministry of Finance.

    on increasing export duties for commodity exporters – oil and gas companies, as well as coal and fertilizer producers – and the mineral extraction tax (MET) rates are associated with risks for the federal budget that arose against the backdrop of sanctions, but they will complicate the consequences of the EU embargo for oil companies , which comes into force in December.

    At the same time, Kommersant, citing sources, wrote that the Russian government wants to cover the budget deficit at the expense of raw material exporters and is exploring the possibility of increasing export customs duties for commodity exporters and severance tax rates. It is planned that in 2023 these measures will bring the budget about 1.4 trillion rubles, and in 2023-2025 they will give more than 3 trillion rubles. It was noted that the proposals will be discussed on September 20 at the government commission on budget projections.

    Prior to this, on September 11, Siluanov said that his department would have to work hard on the budget for the next three years. As the minister admitted, the development of this document will be the most difficult in his professional career. The new budget will have to take into account the attempts of the West to limit the supply of Russian oil, since external supplies affect the state’s income, Siluanov said.
