Technologies do not reach construction // Information modeling lacks imported software

Western sanctions against Russia also affected the construction industry. According to Kommersant, this forced the Ministry of Construction to think about postponing the mandatory transition of housing developers to information modeling technologies (TIM) for a year – until January 2024. A serious obstacle was the inability to purchase foreign software, whose share in these technologies exceeds 30%. The authorities promise to develop an import substitution program in this segment. But developers doubt that they will be able to quickly replace imports with local developments.

Kommersant has at its disposal the minutes of the meeting held on August 4 in the Ministry of Construction, where the issue of transition to information modeling technologies for developers building housing and non-residential facilities was discussed within the framework of 214-FZ on shared construction. From the protocol signed by Deputy Minister of Construction Konstantin Mikhailik, it follows that the ministry, together with developers, is ready to discuss the possibility of postponing the mandatory transition to TIM for housing developers for a year – until January 1, 2024. The Ministry of Construction told Kommersant that market participants, citing their arguments, “apply for a postponement.” But the ministry believes that, as such, there is no problem of transition of market participants to TIM.

TIM, or BIM-technologies (Building Information Modeling), allow you to create a digital twin of the future object – its three-dimensional model and combine documentation and estimates for it. This makes it possible to work with all documentation in a single window format, aggregate information about work parameters, cost, capacity utilization and counterparties. Earlier, the authorities in charge of the construction industry stated that such an approach should lead to a reduction in construction costs by at least 10%.

The initial launch of TIM by housing developers was scheduled for January 1, 2023. The process was supposed to be phased: from January, information modeling technologies should be used in engineering surveys and design, and from July 1 – in construction and installation works.

software (software) due to Western sanctions against the Russian Federation, says a Kommersant source in a large development company. Although the share of foreign software in information modeling technologies already available to developers does not exceed 30%, but, according to the interlocutor of Kommersant, “this is a critical value for the industry.” The Moscow Investors Club (KIM; unites developers of the capital) confirms that it is now difficult to find the right software, since not all foreign solutions are included in the relevant register of the Ministry of Construction, and Russian ones have not yet passed the necessary tests.

Judging by According to the minutes of the meeting in the Ministry of Construction, construction industry officials are trying to start the process of import substitution of foreign software in this segment. So, the ministry proposed to work out the issue of replacing foreign software for TIM. “But right now there is no alternative on the Russian market for that third of the software that is purchased abroad,” explains the interlocutor of Kommersant.

KIM estimates the cost of business to ensure this process at 1 billion rubles. when it comes to the implementation of their own developments. But they believe that the prolongation of the transition to TIM until 2024 may also be insufficient. Ksenia Polenova, marketing director of the project WE-ON Group, believes that this will take five to seven years. She calls another problem the lack of standardization in the TIM segment. “Each developer has their own,” explains the expert.

Now information modeling technologies are used by about 90% of developers, while, according to various estimates, only 30% of regional developers use them, continues Ksenia Polenov. “Based on this, regional markets will become a bottleneck in the mandatory transition to new technologies,” she predicts.

of the year. This is a significant market share: according to the Accounts Chamber, in 2020 the total volume of public procurement in construction reached 6.3 trillion rubles. But a survey conducted at the end of last year by the intersectoral association of self-regulators in the field of construction and design “Synergy” showed that 85% of state construction counterparties began to implement TIM in their country a month before the mandatory transition to these technologies (see “Kommersant” dated December 7, 2021) .
