Moscow’s decision to consider all ships that go to Ukrainian ports along the Black Sea as military cargo carriers deprives Kyiv of key resources from grain exports, and therefore the EU will increase military support for Kiev. This thesis was made on Thursday by the head of European diplomacy, Josep Borrell, who participated in a meeting of EU foreign ministers. Moscow, meanwhile, continues to name specific conditions for a return to the grain deal, but such prospects remain extremely vague.
