And, according to the NSFR, maintaining uniform and high requirements remains critically necessary and “the only guarantee of a significant reduction in the risks of fraudulent activities.” The Ministry of Digital Development proposed to supplement the order with paragraphs containing reduced requirements for biometric samples, under which they must be transferred to the EBS. In particular, to allow the use of monochrome photographs in 8-bit color resolution, which worsens the color reproduction of the image by 65 thousand times relative to current requirements, emphasizes the NSFR.

    This will create difficulties and additional costs for banks, which you will have to keep several formats of their use at the same time. In addition, they believe there will be confusion and misunderstanding among people regarding the range of actions available to them using biometrics. As a result, the EBS will become “even less attractive” for citizens, the NSFR notes. The use of a segregation approach to data as part of the EBS, according to the association, is not due to any state-important goal that is both indisputable and obvious importance for all citizens, and also “devalues ​​the EBS itself.”

    According to the deputy head NSFR Alexander Naumov, it is proposed to revise the concept of transferring private biometrics collected by banks to the EBS, changing the obligation of such transfer to the right. It is also necessary to conceptually abandon the idea of ​​“driving everything into the EBS”, providing for a “soft mode”, for example, by providing the possibility of receiving remote services with alternative remote identification. Among the latter are the use of video conferencing, trusted identification, relying on third party identification, mobile phone identification, he lists: types of operations.”

    The lower the requirements for impressions, the greater the risks, according to the IDX service. The quality of a biometric sample can affect the quality of recognition, said Dmitry Markov, CEO of VisionLabs. According to him, in the worst case, the probability of a false positive during recognition in uncontrolled conditions can increase up to ten times. Reducing data quality requirements “in order to increase the number of opportunities to transfer the biometrics of other participants” is a very dangerous option, says ADB Vice President Alexei Voylukov, and can lead to sorting out situations where one person can be identified as another.

    The Ministry of Digital Development collects proposals, and taking into account them, adjustments will be made based on the results of the discussion, they promise in the department. The Central Bank noted that “the draft order of the Ministry of Digital Transformation contains different requirements for photographic images, which must be considered in a complex, which will ensure the high quality of the samples.” But “such samples are planned to be used for financial and government services with a low level of risk.” According to Alexandra Orekhovich, Director for Legal Initiatives of the IIDF, the transfer of samples of different quality from the CBS is necessary only in order to fill in the EBS and use this data not for the provision of commercial services, but for the needs of the state.
