The ideological basis for the development of the PRC

A laboratory for studying the ideas of Chinese President Xi Jinping was opened on the basis of the Institute of China and Modern Asia of the Russian Academy of Sciences (IKSA RAS), the press service of the institute reported. The new structure has become the first such scientific center outside of China.

As Kirill Babaev, director of the ICS RAS, told the Chinese Xinhua agency, by 2025 the laboratory plans to publish a large scientific monograph. In it, Russians will be told about Xi’s ideas and their significance for the development of the republic and Russian-Chinese relations.

“We are well aware that today Xi Jinping’s ideas determine China‘s policy in many areas. We also understand that this is a policy that will continue not for one year or two, but for much longer. Accordingly, it will determine the activities of China for a long period of time,” Babaev noted.

As the director of the ICSA RAS emphasized, it is expected that representatives of the Russian authorities will familiarize themselves with the monograph. According to him, representatives of the Russian government need to have a good understanding of “what is the ideological basis for the development of today’s China.”

    Fighter against corruption and poverty

The monograph will describe the views of the President of the People’s Republic of China, which relate to the sphere of economy, foreign and domestic policy, social policy, culture, art and ecology. To describe the description, the laboratory specialists will establish working contacts with Chinese research centers, hold several conferences and round tables with representatives of the Chinese side.

international relations them. E. M. Primakov of the Russian Academy of Sciences and the Higher School of Economics.

Neither Babaev nor the press service of the ICSA RAS provided any other details about the content of the monograph. It is known from open sources that Xi Jinping spent his childhood in the countryside doing hard physical labor and in poverty. Against this background, young Xi had a desire to “enable the inhabitants to eat meat, and eat it often.” The President of the People’s Republic of China has established himself as a successful fighter against corruption. In 2018, the doctrine of “Xi Jinping’s Thoughts on Socialism with Chinese Characteristics in a New Era” was included in the charter of the Communist Party of China and became considered the country’s plan until 2049 (the 100th anniversary of the PRC).

Under Xi Jinping, China has become the second largest economy in the world after the United States. According to the International Monetary Fund, the US GDP in 2019 amounted to $21 trillion, China — $14 trillion. Russia in 2019 ranked 11th in this indicator.

    Relations with Moscow

Xi took over as head of China in 2013. Then he was re-elected twice – the last time on March 10, 2023. Amendments to the country’s constitution allowed him to take the chair for the third time. From 2018, the Chinese President may not limit his rule to two five-year terms.

The years of Xi’s rule saw an aggravation of confrontation with the United States. The situation escalated in 2020, when at that time US President Donald Trump imposed sanctions against China. The reason was the hostile actions of Beijing in relation to the special administrative region of the PRC – Hong Kong (formerly a British colony). China then imposed retaliatory sanctions against Washington. With current US President Joe Biden, China is also not on friendly terms. From the latter, the Chinese Embassy in the United States said that Beijing would react decisively to Biden’s statements, who ranked Xi Jinping as a dictator.

After February 24, 2022, Beijing did not impose sanctions against Moscow. In February 2023, China proposed its settlement plan, which provides for a ceasefire. China has become Russia‘s main trading partner during Xi’s years in power. Since last year, the parties have been strengthening cooperation in various fields. For example, the trade turnover between the two countries in 2022 rose to a record $190 billion (in 2022, the trade turnover between China and the United States amounted to $759.4 billion). Even at the end of 2021, the volume of trade between Russia and China amounted to $146.88 billion

to May 2023 has tripled compared to the same indicator in 2022. In January-May 2023, the volume of deliveries of liquefied natural gas (LNG) from Russia to China increased by 66.8%, the General Administration of Customs of the People’s Republic of China reported. reported that Russia offered China to create a Eurasian analogue of the Oscar. The reaction of the Chinese side has not yet followed. But from the work on the project of the joint wide-body passenger aircraft CR929, which was supposed to become a competitor to aircraft from Boeing and Airbus, according to The Air Current, China excluded Russia.
