    And in an interview with Podyom, Kozhenov suggested that it is “logical” to oblige migrants to serve until they receive a passport, and not after.

    Delay for IT specialists

    The day before Valery Fadeev’s indignation was published on the HRC’s Telegram channel that the Russian Ministry of Defense decided not to call up IT specialists as part of the partial mobilization.

    He added that he also intends to draw the attention of the Ministry of Defense to the fact that there is a group of citizens “who turned out to be close to the categories that have a deferment from mobilization, but are not included in them and find themselves in the” gray zone “of the legislation.”

    Fadeev explained that he was referring to parents and guardians of children with disabilities under and over 16 years of age who need constant outside care.

    “The Council also believes that the postponement from mobilization should be provided to categories of workers who cannot be quickly replaced at their workplace. In particular, these are social workers,” said the head of the HRC.

    On the same day, a message appeared on the Telegram channel of the Ministry of Digital Development that the department does not support Fadeev’s claim for a deferment from mobilization for IT specialists.

    “Taking into account the imposed restrictions on the import of foreign IT solutions, it is necessary to quickly ensure the emergence of Russian competitive analogues in all significant niches. This is a matter of ensuring technological sovereignty.
