    The investigation needed the help of a narcologist // Evgeny Bryun was interrogated in the case of fraud

    In Moscow, the former chief freelance psychiatrist-narcologist of the Ministry of Health of the Russian Federation, president of the Moscow Scientific and Practical Center for Narcology of the Moscow Health Department, Yevgeny Bryun, was detained. After conducting an audit in December last year, the FAS opened a case against several supplier companies, among which were Bitest LLC, MediaTrade LLC, Impulsmed LLC, Medgorod LLC, Empire LLC, Alltest LLC, Global Park LLC, Majesty LLC, Trustmed LLC, Narcolab LLC and Pharmpost LLC. The antimonopoly agency suspected that the companies entered into an anti-competitive agreement, which was implemented in three dozen trade procedures: from 2017 to 2019, firms participated in tenders for the supply of medical diagnostic devices, as well as the necessary consumables for the detection of drugs and alcohol. The total value of the contracts amounted to 125.7 million rubles. The collusion allegedly consisted in refusing to compete with each other and minimally reducing the initial cost of the contract. At the same time, MediaTrade LLC was allegedly checked for affiliation with the leadership of the Association of Narcologists.

    The Ministry of Health noted that the position of the chief freelance psychiatrist-narcologist, which was held by Evgeny Bryun, has already been abolished. “Yevgeny Bryun is not the main freelance specialist of the ministry today. The position of the chief freelance specialist of a psychiatrist-narcologist was previously excluded from the nomenclature of the main freelance specialists of the Ministry of Health in the process of its completion, the ministry said in a statement. “The ministry will certainly provide the necessary assistance to the investigation.”

    The Moscow Health Department did not respond to Kommersant‘s request.

    Legal consultant on drug-related cases, Arseniy Levinson, noted that the professional and human rights community back in 2010 opposed the introduction of mass drug testing. Experts argued that this would divert forces and resources to “profanation of prevention” and worsen the quality of drug treatment, already funded on a leftover basis. “Chief freelance narcologist Yevgeny Bryun supported this initiative of the government and the Ministry of Internal Affairs, despite our protests. I hope that this position of his was not then connected with some kind of commercial interest,” said Arseniy Levinson.
