    In the database of the Ministry of Internal Affairs of Russia it is noted that “Vadim Vladimirovich Belousov, born on October 2, 1960, is wanted under the article of the Criminal Code of the Russian Federation.

    August 3, 2022 on the website of the Investigative Committee appeared a message that the Moscow City Court sentenced Belousov to 10 years in a strict regime colony. The department noted that the court recognized the evidence collected by the investigators as sufficient, and decided that the parliamentarian and his accomplice, the former chief accountant of Chelyabinsk First Khlebokombinat OJSC Margarita Butakova, were guilty of “taking a bribe on an especially large scale.”

    The investigation and the court established that “from 2010 to 2014, Vadim Belousov and Margarita Butakova, as part of an organized criminal group, together with the former governor of the Chelyabinsk region Mikhail Yurevich” and other accomplices, “received a bribe from representatives of a road construction holding for providing general patronage in the distribution of state orders for the maintenance, repair and construction of roads for a total amount of more than three billion rubles. two more attackers were put on the international wanted list.

    “By a court verdict, Belousov was sentenced in absentia to 10 years in prison due to his failure to appear in court, as well as a fine of 500 million rubles. He is deprived of the right to hold positions in the public service and in local governments related to the performance of the function of a representative of power for 3 years, and is also deprived of the state award – the medal of the Order of Merit for the Fatherland, II degree. Butakova, due to the presence of diseases, was sentenced to a suspended sentence of 5 years and a fine of 500 million rubles. The movable and immovable property of the convicts was confiscated, ”the department concluded.

    According to open sources, Vadim Belousov was born on October 2, 1960 in Chelyabinsk. In the 1990s, he served as commercial director of the Chelyabinsk bakery No. 1 (now OAO First Bakery). The enterprise is part of the holding of the Russian agro-industrial association Makfa, whose board of directors was headed by the future governor of the Chelyabinsk region Mikhail Yurevich in the 1990s until the early 2000s. From 2004 to 2011, Belousov headed the holding’s management company. In 2010-2011, he worked as a deputy of the Legislative Assembly of the Chelyabinsk Region from the United Russia party. And since 2011, he became a deputy of the State Duma of the Russian Federation of the VI convocation from United Russia. In the spring of 2016, Belousov left the party and was re-elected to the State Duma, left the party, and in September of the same year was elected to the State Duma of the 7th convocation as part of the list of candidates from A Just Russia. Since 2021, he has been a deputy of the State Duma of the VIII convocation from the same party.

    At the end of May 2017, the Russian Investigative Committee announced the initiation of a criminal case on corruption against the ex-governor of the Chelyabinsk region Yurevich. According to investigators, during the period of overhaul of roads in the region in 2011-2014, Yurevich and his accomplices received at least three billion rubles from businessmen of the region for patronage. However, the governor left Russia. He was put on the wanted list.

    Investigators found that Vadim Belousov and his mother-in-law, Margarita Butakova, the former chief accountant of Chelyabinsk’s First Khlebokombinat, were among the group of intruders. They received a bribe in the amount of 3,253,147,000 rubles from representatives of the Yuzhuralavtoban road construction holding for patronage in the distribution of state orders for the maintenance, repair and construction of roads.

    The investigation found that Belousov, on behalf of the governor, contacted entrepreneurs, offered them favorable conditions for concluding state contracts in exchange for 20% of all funds transferred to the controlled accounts of organizations. At the same time, the deputy and the ex-governor received funds through proxies.

    On June 19, 2018, the Prosecutor General’s Office of the Russian Federation asked the State Duma of the VII convocation to deprive Belousov of parliamentary immunity and allow him to bring the parliamentarian to justice. On December 6, 2018, the State Duma agreed: 353 deputies voted to satisfy the request of the Prosecutor General’s Office, 21 deputies voted against, two abstained.

    In March 2019, the court refused to take Belousov into custody, placing him on bail. The same preventive measure was chosen for Margarita Butakova. None of the accused pleaded guilty.

    On August 3, 2022, Belousov did not appear for the reading of the guilty verdict. His lawyer explained the non-appearance by the employment of his client, but the court considered this reason disrespectful.
