    The State Duma will consider reducing the maximum fine for failure to appear at the military enlistment office from 50 to 30 thousand rubles

    Penalties for failure to appear on the agenda and refusal of a medical examination

    The maximum fine for failure to appear at the military registration and enlistment office at the time specified in the agenda can be set at 30 thousand rubles. The State Duma adopted the corresponding amendments in the second reading on July 24.

    Previously, it was assumed that the fine would amount to 50 thousand rubles. This amount was considered by parliamentarians in the first reading.

    At present, Article 21.5 of the Code of Administrative Offenses of the Russian Federation (“Failure by citizens to fulfill military registration obligations”) provides for a fine of 500 to 3 thousand rubles. It is also proposed to add clauses on liability for failure to report information required for military registration (a fine of up to 15 thousand rubles).

    The chairman of the Moscow Military Bar Association, military lawyer Vladimir Trignin called the increase in fines an “excess”. Moreover, the summons does not have to be handed over against a personal signature, it could be sent to a citizen by registered letter or placed in the electronic register of summons, ”the lawyer noted.

    Age in reserve increased by five years

    President Vladimir Putin has increased by five years the age in reserve for citizens with military ranks lower than officer ranks. We are talking about soldiers, sailors, sergeants, foremen, ensigns and midshipmen.

Although all of his co-authors removed their signatures, Crimean Senator Sergei Tsekov was the only one who left his signature on the bill allowing… For those liable for military service of the second category – from 45 to 50 years, the third – from 50 to 55 years. For senior officers, it will be raised from 60 to 65 years old, for junior officers – from 55 to 60 years old, and for those with other ranks – from 45 to 55 years old. For reserve citizens with military ranks of senior officers, the age limit has been maintained at the level of 70 years.

    The transition period will last until January 1, 2028. From this date, all citizens with the military ranks of soldiers, sailors, sergeants, foremen, warrant officers and midshipmen will remain in the reserve until the age of 55.

    Age limit for conscription

    Andrey Kartapolov, head of the Duma Defense Committee, spoke on July 24 about raising the upper limit of conscription age from the current 18-27 years old to 18-30 years old. The bar will rise from 2024, year by year.

    “It will gradually [raise]. Starting from 2024, it will be shifted by a year,” the deputy pointed out.

    In the second reading, the bill on raising the draft age will be considered on July 25.

    Initially, it was supposed to set the draft age from 19 to 30 years in 2024, from 20 to 30 years – in 2025, from 21 to 30 years – in 2026.
