Turkish President releases Lions // Recep Tayyip Erdogan develops a diplomatic offensive in Ukraine

    Published on

Turkish President Recep Tayyip Erdogan will visit Lviv on Thursday, during which he will hold talks with UN Secretary General António Guterres and Ukrainian President Volodymyr Zelensky. The main topics are the implementation of the Istanbul agreements on the export of Ukrainian grain and the removal of restrictions on the export of Russian agricultural products and fertilizers, as well as the resumption of the negotiation process on Ukraine. Ankara proposes to use the mechanism created as part of the “food deal” for a full-scale Ukrainian settlement.

The talks between Recep Tayyip Erdogan, António Guterres and Volodymyr Zelensky in Lviv will continue the marathon of “food diplomacy” started in Istanbul. There, we recall, on July 22, Russia, Ukraine, Turkey and the UN reached agreements on the export of Ukrainian grain from the Black Sea ports, as well as on the removal of restrictions on the export of Russian food and fertilizers. The Turkish leader and the UN Secretary General, who consider themselves the architects of the July agreements, intend to analyze the progress of their implementation at a meeting in Lviv, as well as sound the ground for resuming the negotiation process on the Ukrainian settlement.

The administration of President Erdogan made it clear : the Turkish side considers the “product deal” and the future Ukrainian settlement, the prospects for which remain very uncertain, not in isolation from each other, but as links in one chain. As follows from the message of the communications department of the Turkish leader’s administration, President Erdogan intends to discuss diplomatic steps in Lviv to end the conflict in Ukraine “by activating the mechanism created to export Ukrainian grain to world markets.”

“President Erdogan said earlier that the successful implementation of the grain deal could become the basis for resuming negotiations to resolve the situation in Ukraine. Agreements on the export of agricultural products are being implemented without failure, so the President of Turkey, I think, will speak out in favor of reviving the process that began in Istanbul,” an anonymous source in Ankara confirmed TASS on Wednesday. In addition, according to the interlocutor of the agency, the “product deal model” can be applied to solve various crises, including the energy one, which Europe may face in winter due to energy shortages and a possible cessation of Russian gas supplies.

It should be noted that on August 5, between the talks in Istanbul and Lvov, Erdogan met with Russian President Vladimir Putin in Sochi. The main topic of the talks was the implementation of the Istanbul deal in full, including agreements on the unimpeded export of Russian grain and fertilizers. The meeting in Sochi was a new confirmation of the desire of the Turkish leader not to be content with a “product deal”, but to try to revive the negotiation process on the Ukrainian settlement. We recall that it picked up pace after the meeting of the Russian and Ukrainian delegations in Istanbul on March 10, which took place with the mediation of President Erdogan, but then it was suddenly curtailed. in the unfolding Ukrainian settlement, after the meeting in Sochi, Vladimir Putin’s press secretary Dmitry Peskov commented: “We know that his role was quite great in organizing very, very good conditions for holding several rounds of negotiations between the Russian and Ukrainian delegations. And the President of Turkey also continues to express such political will – to make efforts to help such a process.”

“It is possible only after all the homework is done by the delegations of the negotiators. This element is also missing. Therefore, the necessary prerequisites for the meeting mentioned by Mr. Erdogan are not yet at the moment,” the press secretary of the President of the Russian Federation explained. “The Ukrainian delegation of negotiators, as they say, left the radar. There is currently no negotiation process in this regard.”

So far, the UN Secretary General is in no hurry to combine “product diplomacy” with the possibility of his own mediation in resolving the conflict. Answering the question whether there is a possibility of António Guterres’ visit to Moscow after visiting Lviv, the official representative of the Secretary General Stéphane Dujarric was brief: “No, the trip currently planned involves a visit to Ukraine and Turkey.” On the eve of the meeting in Lviv, Mr. Guterres is making major efforts to ensure the successful implementation of the “product deal”, leaving other issues out of the equation.

Before the meeting in Lviv, on Monday, António Guterres had a telephone conversation with Russian Defense Minister Sergei Shoigu, whom he had previously met on July 22 in Istanbul. “The issues of agreements on the export of grain across the Black Sea were touched upon, as well as (discussed. – Kommersant) the other side of the deal – facilitating the export of food and fertilizers from Russia to global markets,” Stephane Dujarric said on Tuesday. On the same day, during the Moscow Conference on International Security within the framework of the Army-2022 forum, Sergei Shoigu expressed satisfaction with the interaction with the UN, which he called “constructive and depoliticized.” “In particular, under the auspices of the UN and with the active role of Turkey, it was possible to solve the difficult problem of exporting grain from the Black Sea ports of Ukraine,” the minister noted. corn, left Odessa and Chernomorsk. Thus, since August 1, at least 25 ships with food products have left Ukrainian ports within the framework of the agreement.
