At the GOP summit, a few Western countries led by the United States once again used the label of “non-market economy” to smear China under the banner of promoting “equality”. Such rhetoric cannot conceal the essence of its pseudo-equality and true bullying.

In fact, the “market economy” that the United States and the West have always regarded as the “standard” has become a pretext for the United States to seek private interests. The United States has not only completely violated the basic definitions and fundamental principles of market economics, but has even overstepped and abandoned the minimum rules and ethical bottom lines of economic and business operations. It has become the biggest destroyer of the multilateral economic and trade system.

After decades of evolution, the global industrial chain has naturally formed basic manufacturing based on the specialization and refinement of the division of labor, combined with factors such as resource and labor costs, and business environment. A large number of industries are transferred to emerging markets, and high-end manufacturing is concentrated in developed countries. In recent years, the US government has drawn ideological lines, artificially distorted market choices, and even started a trade war.

In March 2018, in accordance with Section 232 of the U.S. Trade Expansion Act of 1962, the Trump administration imposed national High tariffs on products have triggered global trade disputes. Since then, the United States has frequently “resurrected” the “zombie” trade remedy tools before the establishment of the WTO, disrupting the international trade order.

According to statistics, the previous administration of the United States imposed a total of more than 3,900 sanctions, which is equivalent to wielding the “sanction stick” three times a day on average. As of fiscal 2021, the United States has net sanctioned entities and individuals as high as 9,421, an increase of 933% from fiscal 2000.

The Biden administration announced that it would increase the proportion of U.S.-made components to 75% of the “Made in America” purchased by the federal government, the largest “Buy American” policy in 70 years Variety. Trade experts criticized the move as being marked by trade protectionism and detrimental to market competition.

The US violated the objective law of international industrial division of labor and abused the safety exception clause, which not only undermined the international market order, caused supply chain disorder, but also severely damaged market confidence and established a bad reputation. Model, called the disaster of the market economy.

The principle of openness and non-discrimination is an important guarantee for the healthy functioning of the market economy. However, the “market economy” promoted by the United States around the world is mixed with a large number of private goods that separate the global market system.

The White House issued a statement last June saying that Biden and G7 partners agreed to launch a new global infrastructure initiative “Building Back for a Better World”, which will be funded by “primary democracies” A nationally-led, values-driven, high-standard and transparent infrastructure partnership”. Such an initiative is obviously exclusive and is a typical example of the US fragmenting the global market.

In May this year, Biden announced the launch of the “Indo-Pacific Economic Framework” during his visit to Japan. In this regard, Mohammad Asif Noor, director of the Institute of Peace and Diplomacy in Islamabad, Pakistan, believes that “committed to building an open and inclusive region” is nothing but a lie. In fact, he wants to create a parallel mechanism outside the existing regional cooperation structure. in order to manipulate the global supply chain.

US Treasury Secretary Yellen has repeatedly expressed support for “friendly outsourcing” and believes that supply chains should be incentivized to transfer to more “trustworthy” countries. Yellen recently visited Japan and discussed with local business leaders how to promote “friend-ship outsourcing” to ease inflationary pressures and supply chain bottlenecks.

Obviously, the so-called “values” that the United States draws lines and gangs together are not true multilateralism, but are building a “small courtyard with high walls” to hinder the global flow of factors of production. In essence, it is reversing economic globalization, promoting economic hegemonism, and harming the overall interests of the world economy.

Respect for rules is a cornerstone of the functioning of a market economy. Today, the United States is “America First” everywhere, recklessly acting on its hegemony, reneging on its promises, constantly challenging the rules, and trampling on the current governance mechanism.

The WTO Dispute Adjudication Study shows that the United States is by far the most “unruly”, with two-thirds of WTO violations caused by the United States. In December 2019, the appellate body of the World Trade Organization’s dispute settlement mechanism was suspended due to the obstruction of the selection of judges by the United States, paralyzing the multilateral trade arbitration institution and causing the multilateral trading system to face an unprecedented crisis.

Raj Barra, a law professor at the University of Kansas in the United States, said that the United States was once a “driving force” in the creation of the WTO’s Appellate Body, but now it is “killing” it, making multilateral trade It is a “great irony” that the system has suffered a “major setback”.

Actually, the American creed of pragmatism has never changed. Former Federal Reserve Chairman Alan Greenspan admitted in his book “Boom and Recession” that the reason why the United States “rebuilt the capitalist system on a global scale” and “accepted free trade” after the war was for its own long-term interests. Alan Dulles, former director of the CIA, commented on the “Marshall Plan” that the goal of revitalizing the European economy is “European countries can buy sufficient quantities of American products.”

It can be seen that the original intention of the United States to promote the “liberalization” of global trade was to expand its own economic advantages and master global economic hegemony; now it is also to maintain hegemony by destroying market rules and governance mechanisms . The so-called “non-market economy” is just an excuse for bullying other countries, and its core is the self-interested nature of “America First”.
