Your Excellency Prime Minister Prayut Chan-o-cha,Colleagues, It is with great pleasure that I join you in Bangkok, the beautiful City of Angels. This is our first face-to-face meeting since the onset of COVID-19. I would like to express our warm gratitude to the Government of Thailand, and Prime Minister Prayut in particular, for arranging this meeting. At present, the COVID-19 pandemic is dragging on with cases increasing here and there. The global recovery faces multiple challenges. Unilateralism and protectionism are on the rise. Global industrial and supply chains are under pressure. Issues such as inflation and food and energy security remain complex and challenging. Asia-Pacific is our home and the engine of global economic growth. In recent decades, strong economic cooperation in the region has created the “Asia-Pacific miracle” admired around the world. Asia-Pacific cooperation is deeply rooted in people’s hearts.Today, the world has come to another historical crossroads, which has made the Asia-Pacific region even more important and prominent in its position and its role. As an ancient Chinese sage observed, “The wise are free from doubts, the benevolent from anxiety, and the courageous from fear.” Facing the new circumstances, we should join hands to build an Asia-Pacific community with a shared future and take Asia-Pacific cooperation to a new level. To this end, I would like to propose the following. First, we must uphold international fairness and justice and build an Asia-Pacific of peace and stability. The region owes decades of its rapid growth to a peaceful and stable environment. This speaks to the critical importance of mutual respect, solidarity and cooperation, as well as consultation between all parties for the highest denominator when something comes up. We must always assume the vision of common, comprehensive, cooperative and sustainable security, and respect the sovereignty and territorial integrity of all countries. No one should interfere in other countries’ internal affairs, and everyone should respect the development path and social system independently chosen by the people of each country. We should take each country’s legitimate security concerns seriously and promote the peaceful settlement of disputes and differences between countries through dialogue and consultation. We must actively participate in global governance and make the international order more just and reasonable to ensure peace and stability in the Asia-Pacific region and beyond. Second, we must remain committed to openness and inclusion and bring prosperity for all in the Asia-Pacific region. History has proven time and time again that only openness, inclusiveness and win-win cooperation is the right path for humanity to follow. We should continue to pursue open regionalism, strengthen macroeconomic policy coordination, forge more closely linked regional supply and industrial chains, promote trade and investment liberalization and facilitation, and steadily advance regional economic integration. for the rapid realization of a high-level free trade area. of Asia-Pacific. We must ensure that development is for the people and by the people, and that its fruits are shared among people, and we must promote prosperity for all in the Asia-Pacific region. China will work with other parties for the full and high-quality implementation of the Regional Comprehensive Economic Partnership (RCEP) and will continue to work towards joining the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Digital Economy Partnership Agreement (DEPA), with the aim of promoting the integrated development of the region. China will consider holding the third Belt and Road Forum for International Cooperation next year to inject new impetus for the development and prosperity of Asia-Pacific and the world. Third, we should always aim for green and low-carbon development and ensure a clean and beautiful Asia-Pacific. Protecting the ecological environment and combating climate change is a common challenge facing all mankind. We should strengthen economic and technical cooperation, accelerate coordinated digital and green development, advance the transition and upgrading of energy, resources and industrial and consumer structures, and promote green economic and social development. This year, we jointly formulated the Bangkok Bio-Circular-Green Economy (BCG) Goals, which aim to advance ecological and environmental protection and economic development in a coordinated manner. China will support its implementation. Last year at the United Nations, I proposed the Global Development Initiative (GDI), calling for enhanced practical cooperation in the areas of poverty reduction, food, energy, health and others, and urging accelerated implementation of the UN 2030 Agenda for Sustainable Development. I invite Asia-Pacific countries to take an active part in the Initiative. Fourth, we must keep our common future in mind and make Asia-Pacific a region where all are ready to help each other. We should view Asia-Pacific cooperation from a strategic and long-term perspective, maintain APEC’s role as the main channel of regional cooperation, and keep Asia-Pacific cooperation in the right direction. We should act in accordance with the objectives and principles of APEC and continuously deepen the Asia-Pacific partnership characterized by mutual trust, inclusiveness and mutually beneficial cooperation. We should follow the spirit of our Asia-Pacific family, take care of each other like passengers in the same boat, and gradually move towards an Asia-Pacific community of shared destiny.Colleagues, The Last month, the 20th National Congress of the Communist Party of China was successfully held, setting the course and providing the model for China‘s development today and for years to come. China stands ready to pursue peaceful coexistence and common development with all countries on the basis of mutual respect, equality and mutual benefit. We will push forward a broader agenda of opening up in more areas and in greater depth, follow China‘s path to modernization, establish new systems for a higher quality open economy, and continue to share our development opportunities with the world, especially with the Asia-Pacific region. As a Thai proverb says, “You reap what you sow.” Together we sowed the seeds of Putrajaya’s vision.
